- Shri Thakur sen Negi was born at the village Shong : at that time one of the smallest villages of Kinnaur. Kinnaur itself was one of the most backward tracts of the region. Nominally a Tehsil of the then Bushahr state, it used to be in the charge of a mere Naib Tehsildar.
- Date of Birth: There hangs an uncertainty about the year of birth of Shri Negi. The school records show 04-10-1906 as the date of birth whereas the Bushahr Darbar held it to be 04-12-1909, Shri Negi is sure beyond doubt that the date was 5th September, a day by long tradition of a fair in his village, on which festival was he born unquestionably. About the year he himself is uncertain. The clouding conditions were the traditional custom of the animal of the year, there being no system at all of registers of births and deaths. He was born in the year of the horse. This system usually exaggerates the age by about a year or more. Then there was in those days an age bar below which one could not appear for the Matriculation examination and also the over-riding consideration of the age of majority, 18 years, before one could be at all considered for Government service. All told,Shri Negi takes 1908 to be the most likely year of his birth.
- He came of a highly respectable tribal family, economically poor by modern standards but reasonably well-to-do in those times and surroundings. His father left him orphaned when he was a student of the IV standard and about ten years old. They were six sisters and two brothers in all. For Primary education the nearest school was at Kilba, some twelve miles away on foot. There was a boarding house at Kilba. He joined the fifth class in the padam High School at Rampur. For his matriculation he went to the Victoria Dallep High School at Solan, where his name still preserved on the Board of Honour. He secured 569 marks, missing the university scholarship by a few marks in 1924.
- Throughout his school education from the first to the tenth class he invariably topped the pass-list. If the gross University marks for Matriculation of the Punjab University was 650 then his percentage might well remain still unbeaten. He joined the Agriculture University(college), Layallpur (now Faisalabad in Pakistan Punjab) in 1928 and did L.L.B., at law college, Lahore, as a part time student in 1933-35
- Mr.T.S.Negi is a politician par-excellence. He is man of his own convictions. He might be broken by the turbulences of prevailing political scenario, but he would never bend to all the horse tradings, which is the order of the day. He is an outstanding example of human fortitude, who really rose from a very humble family from Shong a tiny village to outstanding heights in his career and has created a silky path for all other, tribals by making Kinnuar a tribal area because of which tribals are reapint rich dividends in their career.
- Mr.T.S.Negi, probably differ in qualities from most of peoples, who believe in belief and later after only feel sorry and doing nothing for their people. He born in the ‘Holy Soil’ of Kinnaur at Shong . He has a great affection for his spiritual home land. He served our nation on so many High ranks as Naval Officer, chief Secretary and Former Speaker of Himachal Pradesh Vidhan Sabha, he became a member of conference in india and abroad and raised so many issues of world govt. When he was member of scheduled caste and scheduled Tribe Commission of India, at that precious occasion Mr.Negi gave the benefit of scheduled Tribe to the residents of Kinnaur District, Chamba, Pangi, Bharmour and Lahul Spiti. He is a great philosopher and good writer and have written so many articles and books on spiritual and religious topics. I don’t know, how other people recognize him, but Mr.Negi is a specialist of modern political age. Love and loyalty are deeply rooted in him for the Himachal Pradesh state and Nation. Mr. T.S. Negi will be known as torch bearer for the future generation.
- ‘ World Government and Shri Thakur Sen Negi’ will be of great interest for those who think for the welfare of mankind and work of universal brotherhood. Sh. T.S. Negi is an institution in himself. He has become a legend in his life time. A strict disciplinarian. Sh.Negi has first imposed rather practised this self-discipline on himself and thus became a living example for others. I remember couple of years ago B.J.P. had its National Executive Meeting at Patna, Sh. Negi was, as usual very punctual and wherever he participated in any discussion his remarks were specific, pinpointed and brief. Sh. L.K. Advani our National President remarked “very few people are there who disciplined and specific like Sh.T.S. Negi. I wish Sh. Negi a long life and May his tribe increase”.
- It is beyond my capacity to express in words about the grand old man of Kinnaur coming from Scheduled Tribes of the far-flung region-called dry zone because of very little average rains of 9-10 inches annually of dry fruits in its fertile soil with most suited for the production of dry fruits in its fertile soil with most suitable agro-climatic condition to grow variety of dry fruits like Chilgoza, Apricot (called Chulli); Plum (Bhani), Walnut, etc. in particular all over the region apart from Royal Delicious variety of apple at a time when apple crop is mostly over in apple growing areas of Himachal Pradesh. The quality is superb with rich red colour, to catch the market late bringing high remunerative returns to the growers. The entire region is full of immense potentials for almost all types of temperate fruits, flowers, vegetables, which still have not been exploited to the maximum extent. As far as I know, Sh. T.S. Negi has been the first graduate in Agriculture having com as First Class First in B. Sc. (Agriculture) around 1933 perhaps at the videly renowned Agricultural College and Research Institute, Lyallpur (now in Pakistan) in the country. Bespa Valley from which he comes in Kinnaur, he had to travel all the way on foot to road head at Rampur Bushaher the State which them comprised this untapped region possessing vast resources for its development. His academic record with rare qualities of speaker of high order in Deckanatic contests. This basic knowledge helped to unearth the vast potential of this richly red owned region of the country as far as Agriculture-cum-Horticulture Development is concerned to ameliorate the conditions of the farmers to the maximum extent. By dint of his superb qualities of intelligence, he soon come into IAS in the open category and roes to the rank of Chief Secretary—the first Himachali—a rare distinction indeed. His contribution as top Administrator has been marvelous and praiseworthy to tone up the Administration and bring an all round development of different regions of Himachal Pradesh, in the related fields for which the region has particular potential to improve the economic condition of the people,---Post retirement period was devoted to Socio-Political fields which made him M.L.A., Minister and Speaker of the State Assembly thrice---the longest so far in Himachal Pradesh. He has been very popular in Kinnaur region and did lot of touring during which he was virtually loved by the people.
